This International Conference is organised within the Jean Monnet Centre of Excellence “fEUture” of the eCampus university. The Conference aims at establishing a dialogue between academics, experts, stake-holders and policy-makers.

The Conference will host a panel with policy-makers and invited speakers organised in cooperation with Euractiv Italy, and a series of panels that will host paper-givers selected through this Call.

Call for papers

Background

The Conference on the Future of Europe was initially proposed by French President Macron, and then postponed due to the Covid-19 pandemic. It was eventually implemented in 2021 and is the first EU experiment in participatory democracy. It was a fruitful process, providing EU institutions and member states with valuable inputs from EU citizens, with regards to the following priorities: Climate change and the environment; Health; A stronger economy, social justice and jobs; EU in the world; Values and rights, rule of law, security; Digital transformation; European democracy; Migration; Education, culture, youth and sport. The European Commission is delivering on its commitment to propose legislation to implement the Conference proposals within the existing competences and powers of the EU. The European Parliament has drafted and approved a comprehensive proposal to reform the EU Treaties to implement the Conference proposals requiring Treaty changes, also on the basis of a technical assessment provided by the juridical service of the Council, i.e the member states governments. Now it is up to the Council of the EU to transmit the Parliament proposal to the European Council, composed of the heads of state and government of the member states. They may decide if to convene a Convention to reform the EU Treaties, on the basis of the European Parliament proposal, stemming from the citizens’ recommendations in the Conference on the future of Europe. The Convention would include the representatives of the national governments and parliaments, of the European Commission and Parliament, and it shall involve citizens and civil society.

The follow-up of the Conference on the future of Europe thus relates to the transformation of its proposals, into legislative acts and Treaty amendments, and their implementation. In this context, papers should address at least one of the following issues.

  1. Activities of the EU institutions to implement any of the Conference on the future of Europe proposals with regards to one or more of its priorities.
  2. Legislative proposals or approved legislations that stem from any of the Conference on the future of Europe proposals with regards to one or more of its priorities.
  3. Treaty amendments proposal that stems from any of the Conference on the future of Europe proposals with regards to one or more of its priorities.
  4. The discussion within the public sphere and the scientific community about the best way to implement any of the Conference on the future of Europe’ proposals with regards to one or more of its priorities.

Selected papers will be communicated by the 20th of June. The deadline for the submission of the draft papers is the 30th of July. Papers will be presented during the International Conference in Novedrate on September 5-6 2024.

The selected papers will be published in a monographic issue or section of an academic journal, currently being selected.
